Question: editing Leveled Creatures lists

Okay, so I dislike how in Bloodmoon that the types of creature that appear depend on the player's level. All of a sudden there's this transition from nice happy bears and wolves to plague bears and plague wolves EVERYWHERE, and I really don't like it. I'd prefer to see a mixture of them.

I've poked around a bit at deleting creatures or editing the "PC Level" but I actually have no idea what any of that means. If I only have, say, wolf and plague wolf and there's "10" in the PC Level column for each of them, what does that mean? Does it mean that they will only appear when the PC reaches level 10? If I have the same list and then add "20 | plague bear" does that mean that at level 20 only plague bears will appear and no more wolves? Or will there be a chance that any of the creatures in the list will appear?

Number in PC level column usually means level at which creature 'can' appear. When loading cell, whole list is scanned and one random creature is selected from entries which has number <=yourlevel. So, if you want possibility of appearance of any creature (even when you're level 1), change all numbers in level column to 1.

More questions regarding creatures:
- Does Creature Level have any affect on the creature's attributes/stats at all?
- What does it mean when I set different values for "Combat" "Magic" and "Stealth"?
- when I set HP, Fatigue, Spellpoints, and Attack values, are those base values? Will they increase/decrease depending on the values I enter for the attributes, and/or any weapons the creature (such as a daedra) has equipped?
- What effect do attribute values have on the creature?
- anything else I should know about creatures?

I have another, slightly related question (with regards to creature souls... and trapping thereof). I'm trying to find how I can increase the size soul that can fit in a soul gem. That property is not visible/available for editing when I double-click on a soulgem in the Misc Items tab. I took a look in the Game Settings, and there's something called "fSoulGemMult" which is set at 3.0000. Does this setting affect the size soul that can fit in a gem? If so, how does it work? If not, then where can I edit soul capacity?

I'm debating whether to reduce the toughness of TB and BM creatures so that a freshly-made character could travel to Solstheim/Mournhold and start on the quests. For example, even my level 25-something Knight had great difficulty beating stupid puny goblins that have better stats than the feared Dremora Lord. Alternatively, I could just boost the stats for the Lesser daedra on Morrowind. Which method sounds better? I'm not particularly partial to one or another in particular.

I would suggest you to read 'Morrowind Mod maker's manual', if you hadn't - I think there shoud be the information you need.
About questions -
- I think creatures level is mostly formal (they show approximate 'strenght' of creature - though I might be wrong - don't have editor at hand now
- These are same thing as skills are for npcs - so combat means how well creature can use weapon (if it has any)
- Could be - if I remember correctly, creatures doesn't have stats autocalculating
- About the same as they have on npcs - for example, speed governs moving speed, strenght - how much creature can carry, etc

About soulgems - that's a little tricky. If I remember correctly, there was two GMSTs, each dependant on other - better read about that on manual I mentioned.
And in case of general toughness of creatures - I am all for a little more challenge in this game ;)

Thank you, Einars. :) That Mod Maker's Guide is very useful! :read: I think that's all of my questions answered... for now! I'm almost afraid to actually edit anything since there are sooo many mods that tweak creatures and/or leveled lists, and I might end up using one of those mods for when I actually play the game instead of mod it endlessly...
