get a day pass, then talk to the consulmen and help them with there problem. Otherwise you need some serious stats and skills to pass the test IIRC. also you have to tell any mutants you may have to wait out side if you have mutant followers if you just have a day pass. also no drugs or achohol either.

You need to talk to McClure, or Lynette the First Citizen (leader) of Vault City. Proconsul Gregory can have you take a test, but the demands are high, if you're capable to pass it, it's the quickest and easiest way to gain citizenship. I find you can pass it easily with the use of Chems like Mentats and Buffout, you can get them through the front gate by dropping them, getting searched, then when the gate is open, you can pick them up quickly and run through before the gate closes, you can do it in combat to get more time. That's how I did it once, but I prefer to do the larger quest associated with McClure and Lynette for my citizenship.

You have entered Vault City and acquired a Day Pass at the gate to the inner city? If you want to become a Citizen, talk to First Citizen Lynette. She'll fill you in on the steps needed to become a Citizen. Ultimately you have two choices: do the Citizenship test (talk to Proconsul Gregory for the test, but to pass you'll need a Intelligence of 8, a Perception of 8, and a Luck of 7, or something like that) or do something about the problems Vault City is having with the Gecko community a little bit north of Vaulty City. If you find a peaceful solution to the problems, talk to the Vault City counsel chairman, I forgot his name but he is in the same building as Lynette and the proconsul. They are all in the northern most part of Vault City.

You can still become a citizen. Talk to both McClure and Lynette in Vault City, they offer different approaches to the same quest.

Speaking of which, I know it *can* be done in theory, but I've never actually seen anyone pass the test.... Has anyone here done it?

Yess. As I mentioned above, with the chem exploit. I know it definitely addresses your Int. and Per. and one or more stats correlating physical fitness, which could be Str. End. or Agi. but I don't know which in particular. Someone mentioned Luck, I'm guessing Luck would possibly come into it if you were lacking in other stats, but I don't think it's a requisite like the others. It is tough, I know that much.
