About my problem (GTX 460)

So yeah, previous thread got locked, so I'll ask for more help in this topic

System:
Gigabyte GTX460 1GB
AMD Phenom II X4 955 @ 3.2Ghz stock
4 Gigs of RAM
W7 ultimate 64-bit

Problem:
Applied the lagfix and it helped with the overall FPS, went up to a solid 60-70 HOWEVER, when alot of NPCs are around, it drops to around 40 FPS
And when I start shooting said NPCs it even drops further down to 25-30

For example:
The legion guys when you first arrive in Nipton give me hell, I have a solid 60FPS entering the area, but when I start looking in their general direction it starts dropping, and when they finally face me it drops to 40FPS, When I try to put some lead in these fellas my FPS will go down to high 20 - low 30's

Same problem in the NCRCF. Once the big battle there started it also dipped into them 20's

A lot of Nvidia people are having problems. I've read that the next Nvidia patch will take care of these issues. It svcks that you have to wait for that. The same thing happened to me with my ATI 5870 right after BFBC2 came out. I was running catalyst 10.2 and I had to wait for 10.3 (a week later) before I could play without problems.

I've got the same problem, but the .dll fix sorta makes everything much more playable. But yeah, it can still be better, especially because I hardly hear my graphics card's fan spinning. In other PC games, like FF14, it goes crazy and is used 100%.

My pc:
AMD X4 955BE (3.2GHz)
Nvidia GTX460 (not 1GB, but 768MB)
4GB DDR3
Windows 7 64-bit prof.
