FPS related issue-non NPC related

Hello everyone in New Vegas. :disguise:

I browsed the Steam forums about F:NV and there was a post about stutter, which is like a micro stutter that we saw in FO3 and one person made a comment that it was rhythmic or "timed". This is the only type of stutter that I have noticed and it happens standing still or moving at the same intervals. I tested in the Doc's house looking at the ceiling fan rotate and my character standing still. It starts to stutter and then continues rotating followed by stutter and rotation like it is skipping a frame or something. Also, I can see my character's idle animation jerk at the same time as the fan. :poke:

Thinking it was script related like a loop, I go outside to start quests and it happens with the saloon's fan at the same intervals. Testing with numerous settings, this happens with lowest of low settings (still with vsync) to Medium and Ultra settings with no difference it stutter rhythm. Before anyone says that it is an old fan and it might be intentional :laugh: , switching to first person and looking at the fan yields no stutter and it's cycle is uninterrupted :shrug:

The patch update hasn't changed anything in relation to this but it may help others make things a little more tolerable until things are smoothed out. While running and walking outside, I notice the same interval of the frame skip. If I find any other solutions, I will follow up.
