In Steam if you right click on your Fallout: New Vegas icon and hit properties and then "local files" tab, you'll seen an option to "verify integrity of game cache".

Clicking that button will force Steam to check game files to make sure they are correct. If corrupted files are found it will replace them.

It's a pretty common recommendation for Steam games.
