Quite a few people experience that these kinds of garbled error messages are transitory. What happens if you reload the savegame a few times ... or maybe even exit Morrowind and restart it? If it still happens more than a handful of times in a row, then it probably isn't transitory and we may have to sift through your mods.

it was fixed but now there is a new problem, for some reasons every new game i create crashes during loading area, it'll reach the end of the bar but once the game tried to load it crashes I've made 20 saved games and still the same issue i really need some help on this one it might be the big situation we all were waiting for

well I'll be damned.. Morrow-ind enhanced was causing the problem or better yet Oblivion Style spell casting.. but my question is why did it conflict with it

Just to be clear, does Morrowind crash if you start a brand new game without loading any savegame?

Right now, I'd suggest the old "http://www.mwmythicmods.com/argent/tech/bin_srch.html" to see if you can narrow it down to one mod that is causing the crash.

Edit: oops, didn't see your latest response about MWE. I don't know much about MWE, but I do see people talk about it crashing in various circumstances.

yes brand new game, i disabled the Oblivion style casting mod and it's sister components and the game re-activated
