After I completed the game i couldnt level with a new character. I tried deleting all my old saves but that didnt work
any ideas? Is it broken for all profiles?

I don't know if this is the only fix but it worked for me.

First, I deleted ALL old saves.
Second, I cleared the cache (hold L & R bumpers + X during game start).
Third, I went and did everything the game told me to (Tutorial to Powder Ganger fight)
Finally, I was careful not to leave Goodsprings (That is, I avoided the character revision screen) until I leveled.

Everything (except some graphics bugs) was fine after that.
