The NCR can currently refurbish and use railroads, heavy mining machinery, hydroelectric power plants, and factories...I don't see why they could not build aircraft, at least up to '30s to mid '40s technology. Even if economically recoverable oil reserves are depleted there would still be plenty of coal and there are industrial processes for http://en.wikipedia.org/wiki/Fischer-Tropsch_process, which can then be refined into gas, AvGas or even kerosene/jet fuel. As this is old tech even in 2077.....the NCR could probably build such plants and produce enough oil to make armored units or a small Air Force feasible. If the NCR is doing so any oil produced in excess of the military's needs is probably reserved for manufacturing or for infrastructure such as powering locomotives. Securing coal deposits are probably just as important to Shady Sands as anything else. California, Oregon and Washington have small coal deposits, but the Legion is sitting on http://www.ket.org/trips/coal/agsmm/agsmmwhere.html. What's truly ironic is the Khans, if the Courier frees them to seek thier destiny outside the Mojave, found thier new Empire right on top of the former US's third largest coal reserves. The MBoS are on top of the 2nd largest, Ashur the 5th. Colorado has the 8th largest reserves......if the NCR annexes the Mojave, crossing the river and seizing at least coal-rich parts of Colorado would be awfully tempting. If the Khans get thier act together and absorb more from the FoAers than how to make chems they could potentially be a real power by the time the NCR pushes its borders to Wyoming.
