Im looking for a mod to make ammo more rare and a lot harder to find so you have to be careful on how much you use and have to result to melee more often. Also shops will have very limited ammo and will have high prices on them. I want to have a more realistic expirence.

You could try http://newvegas.nexusmods.com/mods/35015. The plugins of theirs you would want is "Reduced Ammo and Chems" along with "Tougher Economy".

http://newvegas.nexusmods.com/mods/40040 also has an option like this in its Rebalance module.
