Oh and heres a tough one, (I think) When I was doing one of the later theives guild quests I found a letter signd by the order of the unseen eye, or something by that name, that seemed very ominous when describing the Grey Fox's Cowl. Now I know you could just say its some type of secret organization used by the imperial legion, but Ive never heard of it before. It seemed to know almost in detail what needed to be done to remove the curse from the Cowl before even the Grey Fox knew.

(and im no master, but after reading the majority of the books in both oblivion and morrowind this order was never mentioned.)

That doesn't seem very likely. Any notable person like whom ever it was you were impersonating could come to the Imperial City and request a certain scroll. In Daggerfall Barenziah even had her own collection IIRC.

I realized what it was after I read my own question.... the Ancestor Moth priests had read the Particular elder scroll that the grey fox was searching for and amazingly the note on the cowl just happened to be next to the exit from the Ancestor moth area. The unseen eye... the Ancestor Moth priests... funny
