Hmm. This goes against the truth completely, but it would also make sense to have the men as ancient bitter rivals that became the Tsaesci's helots due to their superior life-spans and military prowess. You could even have the humans look asian, sort of how Ra Gada culture is a mix of African and Middle Eastern culture. Heck, you could have a revolution that sends thousands of refugees to Tamriel from Akavir.

The Tsaesci relied on humans to support them in their invasion, and with the army at Pale Pall trapped, the snake-men didn't have the power to take over Tamriel.
This also makes me wonder if the Tsaesci view the men of Tamriel in the same way the men view the Tsaesci; after all, in Tamriel, there used to be Tsaeci, but the humans (and elves) killed them all. And the invasions of both Akavir and Tamriel were doomed by nature (rockslide and drought, respectively).
Wasn't cyrodiil ruled by a Tsaesci for a short period? If so then why aren't there more images of the snake people? I think you would know the basic physical characteristics of your leader pretty well.
