It's an acronym, and a little bit of a joke:

In the game (and this has been the case since Fallout 1), G.E.C.K. stands for the "Garden of Eden Creation Kit", because it is a device can regenerate and bring new life to a world that has had the life svcked out of it by war and the weapons of war.

The joke is that the SDK (Software Development Kit) for Fallout 3, is also named the G.E.C.K., because it is a software that allows you, the player/user, to regenerate and bring new content to a game world that has been so often played, that it contains no "life" for the player anymore.
