Will New Vegas have first-person view?

Is it an expansion to Fallout 3?

Will it use the same graphics enine as Fallout 3?

I think it's awesome that it has the same engine (good graphics) I didn't know that, niceeeeee. I was a bit worried that maybe the graphics would be less good. I hope they fix the freezing issues with the engine though.
