FaceGen Texture issue?

I have an npc I am working on and when I make face texture changes---i.e. lipstick/eyeliner/eye shadow---they are not showing up in game. I have gone so far as to give her "black eyes" with still no noticeable change. When I made a new PC and used the CharGen in-game to make similiar changes, all the adjustments mentioned show up fine on the PC. Is there a problem with the FaceGen, or settings I have missed? I am at a loss at this point.

Try editing your fallout_default_ini and set

bLoadFaceGenHeadEGTFiles=0

to

bLoadFaceGenHeadEGTFiles=1

Okay...new problem....I am running it (FalloutNV folder) as administrater with full permissions...I uncheck the read-only and apply...make the change in my 'fallout.ini'------(I don't have a fallout_default.ini)---- you talked about, save it and close. I load the game...no changes.
When I open the FalloutFNV folder again, it has reverted to read only and un-done the change in the .ini file! Not sure what to do next...have tried it several times and it's the same everytime.

The fallout_default.ini is in your /Steam/steamapps/common/fallout new vegas folder not users/ blah blah, the fallout.ini in your users gets overwritten with the contents of the fallout_default.ini every time you launch the game, hence why you do not notice any changes
