He use it all time. He HACK with all weapons -- I see him hack especially with the single shot. He use natural-skillincreased-laerned-by-time perk which is most NOOB of all perk. And he use many suit mode and different weapons! This is real NOOB HACK. He is NOOB!

It only looks faster, but he is not any faster... he just increased his FoV (Field of View = graphics command).
Everyone can do it. In most games you can change FoV in game options, but in Crysis 2 you need to use console commands.

pl_movement.power_sprint_targetFov = 55
r_DrawNearFoV = 55
(afaik, 55 is default value, but they can be increased to 80)
I think Tony is using values of 80.
