Ok decided to use the jsawyer mod and thinking about doing the logains loophole where im capped at lvl 21.

Now I have a question about lvld spawns. will I have a problem in vanilla Vegas as far as enemy spawns BC the game started out with a lvl 20 cap? I know ill see a difference in the dlcs, but does anyone know how big of a difference? Like will certain enemies not spawn or the stats on enemys gonna be lower or higher than mine? I was thinking that owb and lr would still be challenging BC of the recommended lvl 25 to enter. Does that mean that the enemys will be at lvl 25 when I go in or will they be lvl 21 where im capped.
