Who would be powerful enough to kill Vivec at the time of Mo

Azura probably got him.

I seem to remember it being the other way around. Something like Azura being called in as a witness when Vivec was put on trial for the murder of Nerevar, and ol' Vehk loving her right in the face all the way back to the waters. But that might have been something somebody made up.

The Trial happened before the Red Year, even before Vehk vanished. And I'm certain that wasn't the real Azura.

Vivec seemed totally cool with being stabbed & bleeding out and all that. When you kill him in MW, he has it within his power to come back to life, he just chooses not too. You really need to look to personality features, not power levels. If a dude was cool enough, and asked nicely, Vivec would probably let that dude kill him.

If I were you, I'd have the assassin be a Buoyant Armiger who was worried about disappointing his children, and the legacy of deeds he was going to leave behind. Vivec let this Armiger kill him so that this Armiger could tell his kids, "Hey, I'm an important dude. I killed a god! Respect me, and eat your broccoli!"

This is the real answer to the question. Vivec would let a person kill him if he deems the person worthy for that...or for any other reason. because, well, his mind works in odd ways. Being stabbed in the back wouldn't bother him that much, since he can't truly die anymore.

The Nerevarine was able to kill Almalexia. It stands to reason that he could also kill Vivec.

Also, what stops Vivec from doing that never really being dead trick he mentions in his dialogue? Is this mod going to take place solely after the MQ?
The same thing that stopped Almalexia from coming back to life, presumably.

the tribunal can die without the heart, and if you want to go by CHIM then just be his buddy and give him logic puzles till he zero sums.

CHIM is an Ehlnofex word meaning starlight or royalty.

It is used to describe something that is close to the buddhist concepts of achieving a higher state of being.

The Aurbis is a dream of the oversoul called the Godhead. The Godhead sleeps and must not be seen as a sentient or sapient being.
To understand himself the Godhead dreamed up/ split into Anu and Padomay.
These intertwined and bud off more smaller entities/ concepts. Subgradiation continued until Lorkhan devised a plan.
He tricked or convinced or forced fellow Et'Ada to create something together none could do on his own.
This was the Mundus, creation, with at its heart the planet Nirn.
On Nirn, subgradiation continued.

CHIM is when a subgradiate reaches a state of enlightenment that allows him to realise everything is a dream, and everything is tied together, it is when a part of the dreamer wakes up. This must also go together with enough love of self for this realisation not to obliterate the ego.
When the latter happens, the individual zero-sums and is removed from existence.

A person that has achieved CHIM is, in essence, a god.
Capable of doing very nearly everything, but more often than not choosing not to interfere at all, because a body takes no sides when his right hand wages war on his left.
