Where can I find a Fine Steel Shortsword and is it worthwhile for me to use Dispel 80 points on a weapon?

You can probably find a Fine Steel Shortsword in a Fighter's Guild hall.

The Dispel effect will work against spellcasters and creatures who can shield themselves in some way. In terms of creatures, think liches and daedroth....
