Check at the third lvl of the vault and go into the storage area and check through the lockers and crates.

Alright new question 9again noob but i cant find it anywhere) where do i find the FOB for the oil tanker?

The Commander at Navarro has it in his locker, you'll either need a really high speech skill, sneak and lockpick skill, or a beast at combat to get it as if you fail at speech and stealth you'll need to take on all of Navarro to get it.
