Your level doesn't really matter, because everything in Oblivion (quests, enemies, loot) is scaled to your level, with just a few exceptions.

Is your character a warrior? If so, you could join the Fighters Guild and do their quests.

Tell us more about your character and what his aspirations and background are. Otherwise you will just get what we would tend to recommend for our own characters: Join the guild of mages and start earning recommendations to get into the University. Education is a good thing.

Nevermind the quests... Any item a prospective quest giver can reward you with can simply be pried from his cold, dead hands!! (not really so dont if youre worried about losing out on loot or breaking future quests)

Still there's something to be said for stabbing the annoying villager that couldn't be bothered to do his own dirty work. :)

If you do have a high enough fame level (5) wait for a few minutes of real time inside the IC Temple District to begin joining the "Order of the Virtuous Blood". This questline is one of the most profitable ones in the game, and causes no moral problems for a "good" type of character. You can really mess up this quest if you have a habit of killing before talking.

I reckon joining the Fighters Guild would be your best course of action, if your character is a warrior. If he's a mage, join the Mages Guild, and if he's stealth oriented, then the Thieves Guild or the Dark Brotherhood.

I'm assuming seeing as you just started the game and chose a Nord as your character that you're a warrior. Fighters Guild or Main Quest so.

I highly recommend those quests that doesn′t appear in your journal. Like when you find a clue and start following it. There is a neat one at Pale Pass, and another one involving a sword on a ruin.
These quests are the best as you have to think for yourself. Unfortunately I missed out on the latter as I failed to recognize it as a quest. I was just passing by to somewhere else and didn′t take my time

On note, there are more than those two :)

Over in Chorrol find Reynald Jemane and do his job. This starts in a quest chain that ends with use of a very nice sword, that can be turned in at level 25+ for the best shield in the game. Best to go for the sword when moving Martin to Cloud Ruler Temple, the least this clown can do is help you for a bit. Oh, and Valus Odiil will be needing a hand. Brother Martin needs to be earning the favor of the people here as well.

While working on the above there will be about a 2 day break in the action. Spend this time hanging out with Mazoga the Orc down in Leyawiin. 1500-2000 fast gold to be had down there and some steel armor at the fighters guild. Think I picked up a Silver Longsword from there as well.
