Game lags like hell even settings are medium!

AMD Phenom X4 3.2Ghz
Ram: 4Gb 1066Mhz @ 2132Mhz *DualChannel*
Ati HD 4870 1Gb 830Mhz/1000Mhz @ 2.4Gb
OS: Win 7 32bit


Even update come it still lags like hell... All drivers are updated *Newest*. Nothing blocks it.

Friend PC has
AMD athlon 6000+ X2 3.2.Ghz
Ram: 2Gb 800Mhz
Nvidia 8800 GT 512Mb
OS: Win 7 32bit

And he can run it high settings without any lag etc... *Thats unfair*
