The way to get the highest possible level and health is to keep going to jail. Health increases every level but I don't know how you get fatigue/magicka that high without modding or something.

Without modding I think you can get your level up to 255 and your health pretty damn high, but I don't think you could with magicka and fatigue. Even then playing that character would be no fun since you'd own everyone.

Are you sure it's on the PS3? On a PC you can use console commands. But even then it would be tricky to get fatigue to 9999 I think, since it is a derived stat.

Very suspicious that everything is "9" versus other numbers. I don't think level 99 or derived stats of 9999 is the actual limit on the PS3. Although it's been posted that 256 is the limit for the PC and I suspect the software data type is the same on the PS3.

My guess is that he used http://www.uesp.net/wiki/Oblivion:Glitches#Permanent_Enchantments glitch to increase his Health, Magicka, and Fatigue that high after he got to Level 99. I'm unfamiliar with that website so it might not show fortifications of values.

Using the duplication glitch with the permanent effect glitch, not sure if thats how they did it though.

No its not Photoshopped. I uploaded characters there, you have to fill it in like a Facebook profile.

Well then, if all you have to do is just "enter" your stats by hand, without uploading your character to the site, then I am going to assume that "Reen" is a liar. I've only played the game on 360, but I'm assuming that there isn't that much of a difference between the two console versions and I don't think it would be possible to get your stats that high without being on PC.

I'm thinking he is a liar also. I believe his skills are as high as they are there but I do not believe he didn't use exploits. He says he is 100% exploit free and his character is 2nd place out of all members.
