I have done the following things:

1. Close Steam / Fallout
2A. Turn off Steam Cloud Synchronization under the update tab of Fallout New Vegas via the properties area of the steam game list (or play in offline mode)
2B. Set FalloutPrefs.ini to NOT "Read Only" (right click -> properties -> uncheck "Read-Only"). It's located here: My Documents\My Games\FalloutNV\FalloutPrefs.ini

Stil lmy graphics settings are not saving and all i want to do is turn off my shadows. Anyone know a fix?

Try this, in the console, type

saveini

or

save ini

tried that, all it did when i typed it in, was freeze my game

let em rephrase saveini frooze my game and save ini saved my game as ini

I am having an issue with the launhcer graphics part when I try to change it I hit ok and load game adn teh graphics did nto change in game. Log out and look and the graphics at the launcher are back to what they used to be....

I need my graphics lower and shadows gone.
