I just now realized this, and I don't if people already knew about this or not but could a person, when they reach level 28, take the
Almost Perfect perk and then, since all stats are 9, grab all the bobbleheads to raise all of them to 10? Like I said, people might already know this, or there may be some stupid system thing to prevent this from happening, but I'm just saying its there.

Yeah, this is pretty well known I think. IIRC, it might have been mentioned in the GOTY strategy guide, even.

That's the way you're supposed to do it, for the most part unless you want Nuclear Anomaly. Don't get it, though. Nuclear Anomaly svcks.
