I finished shooting all the people at the memorial then went and told Hannibal about it but instead of thanking he decided to take his people and travel around the wasteland for several weeks. I had to wait until they came back to the spot so I could talk to him again and finish the quest it was weird. I was able to explore a bit and do several quests while they all went on their strange pilgrimage or whatever

I just finished that quest also! What a coincidence! They did the same for me they like traveled around for ever!

They take an incredibly long and convoluted way to the memorial. It's not a glitch. If you decide sometime, you can escort the caravan to the memorial. Be warned though! I had to constantly run in an oval racetrack pattern around the entire caravan. Because of the presence of the player, enemies spawn all day long while you are doing an escort mission. The best I've ever done is only having two ex-slaves die. I didn't reload that play, as the annoying girl who challenges you at the gate was one of the dead.
