Problem with draw distance

When I initially load my game in an exterior cell all is fine I can see all there is to see many cells across, but when I exit an interior cell to an exterior cell I can only see the current cell and a vague outline of the horizon and loads of fog not dissimilar to that found in dead money. I have all settings to max and this has never been an issue with previous play though of NV(or Fallout 3, Morrowind, Oblivion and Skyrim) so i believe this may be a DLC/mod problem but I am not sure on this.
