So I'm in a bit of a pickle. I'm at the last part to make a choice. Now what are the options for a good player to make?

But, what are considered the "good" options?

Would helping NCR be one?

As a good player, I normally send power all over. You could just send it to the NCR, but Freeside needs all the help they can get.

Just give power to every region (but don't use the "emergency level" one).

I honestly don't know what the consequence is with emergency level, but IIRC it's less than the standard one
EDIT: just checked wiki. Emergency Level will not give you any reputation and the reward is small. If you want to give power to everyone, just choose the standard "everywhere"

A "good" player would send it either to everyone or Freeside, not McCarran & the Strip. Unless you play an NCR character, which doesn't mean (s)he is a good guy.

Freeside and Westside.

The "Full Region" option doesn't make much of a difference overall for each location that it affects, not to mention the fact that it's likely to have a ton of brownouts due to HELIOS almost being at emergency output.

If u pick either or and not everyone, what visible differences do you see?

There are no visible differences.

With Freeside and Westside, you gain Followers reputation, and Mr. New Vegas talks about how Freesiders "are grateful for the power they're getting" or something along those lines.

With Full Region (not Emergency Output) you gain more Followers reputation than the former, but no real changes to the game other than that.

That svcks...was hoping if I did the strip at least the streetlights would stay on all nite instead of turning off at 11.

They don't turn off at 11 for me.

Nope, they don't do any visual differences. Just reputation for the most part.
