Perfection...

I want to make a perfect end gamer character... I know I can't have every S.P.E.C.I.A.L. at 10 and every skill at 100 all the time, but I want to be able to get them to that point with chems/weapons/clothing at any time I see fit. I know a lot about New Vegas, but I don't know everything so I need some help deciding what my starting skills should be, what perks to get, and what missions to do to make this possible.

I'd also like to have every unarmed strike and any other special abilities you can think fo that I might need to take early on before I do something to make getting them impossible.

You can get every SPECIAL stat at 10 if you take Intense Training (I think that's it) a whole bunch of times (combined with implants). I'm not sure if you can take Tag! more than once (gives you 15 points for one Skill), but that helps too. Combine that with skill books, and I think straight 10s and 100s is possible.

You can get to 100 in all skills if you use Educated and Comprehension, most likely. That is, unless you're at like 2 Intelligence.

It's absolutely worthless to get Intense Training a ton of times.

sorta off topic but in f3 a player could read skill books and take the special boobleheads after getting almost perfect to get everything to 100, not sure about vegas

Yea, there are skill books in New Vegas, no bobble heads though. ;) You also still got the comprehension perk, that gives you double skill points when you read the skill books.

No, it gives you one extra, and double the points from reading skill magazines.

You gain one additional http://fallout.wikia.com/wiki/Skill_point for reading http://fallout.wikia.com/wiki/Books and double the skill points for reading magazines.
