Question about GOTY edition.

I love Skyrim, so I am going to buy Oblivion. I know the GoTY edition only has KOTN and SI. I am on Xbox 360, and my question is this: If I get the GOTy edition, could I buy the other DLC (Horse armor, Vile Lair, etc.) from Xbox live? I couldn't find the info anywere.
