Is There A Guide Like STEP for OB?

I use STEP for Skyrim and was looking for the same type of guide for OB.
Would like to have OB look it's best.

I dont think theres a mega PDF guide like STEP, But there are some good threads to check out if you want it looking your best.

If I knew what STEP was I might be able to answer.

If you mean a comprehensive guide to "prettying up" Oblivion, then yes such a site exists - can't remember what it's called though!
