Need some major help, after 17 hours gameplay I'm stuck inside the rustbucket that is Rivet City. Any door to the exterior results in a CTD.

I can load an 13 hour save game which is saved outside just fine, so there must be something going on in the outside of Rivet City, but I'm totally stuck on how to fix it.

Any ideas how I can go about saving my game? Is there a console command like in TES to load a specific cell? (coc)
If I can force my character to another cell, then I can walk back to Rivet City and see if the game CTDs in the area.
