If I am recalling right, Lonesome Road gauges Strip Reputation as House alignment, basically in my experience I had to get the Strip, NCR, and Legion to hate me before it'd trigger the right dialogue options for the Yes-Man Duster. Seems like a pretty massive developer oversight if you ask me. :/

This was the response from the other thread about this.

Yes Man: You need to be at "Wild Child" or lower with The Strip, Caesar's Legion, and NCR.
NCR: You need to have more NCR reputation than the Strip and Legion.
Legion: You need to be have more reputation with the Legion than NCR and the Strip.
House: You need to have more Strip reputation than NCR and Legion.

/thread.

WHY DOESN'T THE GAME JUST ASK YOU WHICH FREAKING DUSTER YOU WANT?
Ulysses knows which faction you side with. He'll be all like "the two-headed Bear is bad blah blah blah" then give you a [censored] Legion duster.

That's what test-ahk-lees the debug centurion is for.
