I had the impression that Altmer bias started in Daggerfall when gamers writing walkthroughs would discredit the Altmer as a playable race due to their racial attributes and heavy starting weaknesses. Noobs would follow these character creation guides claiming vehemently that the Altmer were too broken a race to be playable.
This continued through and was strengthened in Morrowind when new players were taken by the Dunmer dark elves, thinking they were similar to the D&D Drow. Then as the legend of Drizzist grew pulling more and more to play Dunmer in Oblivion something strange happened to the Bosmer. By the time of Oblivion they had changed from sly cannibalistic tricksters to charming little sneaky thieves. Given that in the lore Altmer were portrayed thinking of themselves as superior to the other elves, leading to further degradation of the Altmer image as elitist.
So now we have the Altmer being portrayed as a broken playable race plus a socially unacceptable race. All this culminates in Skyrim, where not having a clearly evil focus point like a runaway mad god or a daedra invasion you get the Thalmor, a minority opinion yet powerful political arm of the Altmer. Now you have The Altmer a broken, ostracized, evil race no one should consider playing.
Unless you're like me, of course. All in all, I think all this racial hate toward Altmer is misdirected. There is more to Altmer culture than just the Thalmor and many ways to role play accordingly. Playing an Altmer can be most challenging yet fun experience. I know, I've done so.
