I honestly think Speech is the most useful one. It can get you out of a lot of situations, saves your weapon condition, ammo and armour because you have to fight less often, people are more willing to cooperate since you can pass all Speech checks, etc.

I really enjoy Survival. But overall, I'm not sure what I'd qualify as a best skill. They each have their advantages and drawbacks.

Survival if you're playing on hardcoe.

If not, then Repair or Science.

Repair and your chosen combat skill. I consider the most useful aspect of Barter to be the Pack rat perk, other then that I feel that it isn't as necessary as some of the other skills.

I would probably say Science. While there are more things that can be opened with Lockpick, Science has the advantage of coming up more often in speech challenges, being used with crafting some things, can get you extra stims/chems at the start of the game, and is useful in several places for not getting shot up by robots/turrets...or turning them against your other enemies. Also, you don't need bobby pins to hack a terminal.


(Not sure why people say Barter. New Vegas has one of the most broken economies of any Fallout game. My characters that absolutely fail at barter still have no trouble making thousands of caps. The only thing worse was probably how you could abuse the repeatable speech challenge to blackmail the Iguana On A Stick seller in Fallout one.)

Repair

But if you also have a high Barter, it's even better.

Survival is really important in HC mode, and it opens up a lot of really useful recipes.

Then again, Science/Lockpick help with a lot of quests... so I'll just say that they're all equally important, depending on the playthrough.

Depends, would your rather go unarmed and puch a deathclaw to death naked with your bare hands? Maybe you rather be a master thief with lockpicking? Maybe eating dead rats for a healthy treat with survival would do? What im getting at is what you prefer is up to you. I personaly like the skill that makes me ninja (sneak).
