Veronica's 'I could make you care' quest won't initiate. I've taken her to nearly all the places the guide says, and still nothing. Could somebody help me out here?

If it doesn't work no matter what you do then it most likely is broken and I am sorry to tell you that you may have to wait for a patch. Did you also perform the events and associated quests? Some of the places requires an event like getting a Vault or talking to someone while some actually require a separate quest.
