What are the chances that they will manifest their presence?

I know that it's too early, becasue we don't know any future DLC details(only title:D) but it might be centered on Snow Elves reestablishing themselves in Skyrim, maybe even from logical POV making new/sustaining collapsing Winterhold Hold by pledging their loyalty to the new High King and thus gaining the "Internal Province Status" like Orsimer had in the Past within the High Rock.

I think it's foreshadowing, yes. Might open a window to whatever the hell Snow-Throat's stone is. Thalmor might get involved.

All the Falmer being horrifically slaughtered by their eyeless others? Some have been saying that there may be another pocket of em somewhere that, ya know, didn't die a horrifically [censored] death. Will we be seeing another DLC pertaining for them? Er...Not sure, all considering they just had some level of exposition in this little installment. As nice as getting a little more insight into Falmeri culture would be, I would say their chance is sparse. Not to mention after all these years, only a hundred or so have been alive at a time since their fall.

Also, these guys seem to have horrible, horrible, luck. I mean first they get spanked by Wuuthrad, the poor snow prince gets killed by a pissed off twelve year old, the Dwemer go Snow White on their asses and feed them poison apples mushrooms, and now they're violently slaughtered by their own. Man oh man.
