for any one who is worried about perks in TESV

I wouldn't mind more perks, like every 15 skill levels instead of 25.

You're not going to earn "Perks" in TESV with tongue-in-cheek titles like Bloody Mess or Lead Belly. I see no reason why Bethesda couldn't just implement a Neverwinter-esque feats system...it wouldn't harm the gameplay in any way. So long as it's finely balanced, it would do nothing more than add to character variety. But, I agree with previous statements saying that TES already employs perks...in the form of racial bonuses, star signs, and skill milestones.

That being said, I see no reason why TES should suddenly change up its systems like that. They're desperately in need of balance, sure, but not a complete facelift. I love Fallout's character progression - I daresay it's superior to TES in that respect - but I still want to feel like I'mm playing two different games.

One of the big things about Elderscrolls and how your charecter progresses with skills and levels is that its something that you earn by using. the more you use a skill the more you are rewarded when using that skill.

choosing perks or feats every time you level up is not the style in which makes a elderscroll game an elderscroll game. you still get the perks, its just the way that you get them that is different. I makes it seem like your charecter is learning as he or she gets better with their skills, getting perks by choosing them from a list every one or two levels, or chosing them from a "feat" tree like neverwinter or the diablo series is much of the same but just a different way to distribute the perks.

gamesas will (or should) keep it the same way, its their signiture style that makes it a TES game instead of a neverwinter wanna be, or a fall out wanna be.

The Neverwinter Nights feature system came from D&D and currently Atari is going through a lawsuit because of Atari using the D&D 3.5 engine so Bethesda will not be able to use the feature system as seen on NWN so if they end up changing the perk system you have an almost 100% chance of them not using it even if you begged them but it is a really good system.

I think your post sums up the issues very well. The way you get perks in O is very good, we just need more creativity (e.g., you wield blade, blunt and h2h and you get the exact same perks at higher levels, and such). The only thing that I'd probably add is we could have somehow Daggerfall's (dis)advantages reintroduced. I tell you, it was so sweet generating characters in D, despite the mess Bethesda started doing with races since then.
