My character has had his Personality and Luck damaged by a mage with a certain weapon; is there someone I can visit to restore these or do I buy potions ot what?

you can buy restore attribute potions from most potion dealers. each attribute has a separate potion.

you can also visit a shrine of the tribunal and have it bless you with Almsivi Restoration most temples have these shrines and will restore damaged attributes
