GotY, include small mods?

Does the GotY edition include all the small official release mods like Codex and AoE (iirc) or do we still need to download those all separately?

The small official mods from Bethesda were separate from GOTY, see http://www.gamesas.com/topic/1394338-do-you-know-where-i-can-get-the-official-plug-ins-from/.
