Constructed upon the whim of a two-faced living god the city of Vivec is an mixing pot of the Dunmer. It is a city of contrasts where you can find the most pious of priests rubbing shoulders with the scum of society. The palace of Vehk, son of Vehk (V’Vehk) watches over the city and is in turn watched over by the angry moon Baar Dua.
The inhabitants of the city rest somewhere in the order of one million however no one has ever successfully conducted a census of all of them.
There is perhaps no other place that is so truly Dunmeri and this city. There is no other place in the world quite like it. To the casual observer, the city seems boring and calm, a testament to the traditional Dunmeri People, but pull back the thin cover, and you will find the complexities of Morrowind.
The city, truly, is a testament to the Second Era, the Golden Age of Morrowind, in the year 2E 577.
As is customary for the Tribunal, Vivec is leaving the city to join Sotha Sil and Almalexia to pilgrimage to the heart of Red Mountain and visit the site where their friend and leader Nerevar died.

House Dres – The Great House Dres has an entire canton in the city of Vivec, the canton is still undergoing construction and at the moment the official headquarters of House Dres are in the waistworks of the canton.
They are well known for their slave trading and any slaves found in the wealthy houses of Vivec will have been captured by members of House Dres. They mostly capture slaves from the Argonian border however they have been known to sail farther afield to the coasts of Elyswer where they pack their slave ships with the weaker breeds of Khajiit. It is not beyond them to smuggle moon sugar and its derivatives from Elyswer along with these slaves.
House Dres are known to be allies with the members of House Indoril as they both share anti-imperialistic views.
House Hlaalu – The Hlaalu canton in Vivec reflects the ideology of their house, business and profit and so you can find the Camonna Cornerclub in the waistworks along with merchants with various wares, some of them legitimately acquired.
House Hlaalu is the most adaptable of the Great Houses, whilst they still honor the old ways and the Tribunal Temple they continually seek to further their own wealth. With a few notable exceptions the councilors of the house are corrupt and bribable.
Their ties with the Camonna Tong and their own abilities mean that if an item goes missing from the vaults of their political foes then it is likely to be somewhere within the Hlaalu canton.
They make and renegade on alliances at the drop of a hat or, more importantly, the drop of a large bag of gold.
House Indoril – House Indoril have one of the oldest cantons in Vivec and it is shared partially with the Temple. A heavy Ordinator presence is obvious in their Canton, due to the house's strong connection with the Temple.
They are the most openly hostile to the Imperials and their way of life. During the interregnum they have found unprecedented power, validated by the fall of the empire they have re-awoken the old ways in the lower class members of society.
They have allies in House Dres where their appreciation of the old ways is seen as an allowance to continue slaving, so long as it is done piously.
House Redoran – The honorable warriors of Morrowind Redoran would be described as grim by most. They live life according to a strict code of honor. House Redoran has a canton in Vivec city, the waistworks of which are dominated by a training ground, often used to host small duels between house members
House Redoran is cautious which sometimes comes across as an unwillingness to be involved in the affairs of other houses. The bulk of their fighting force act as mercenaries , often employed by the Tribunal Temple or the other Great Houses, they will not take a contract that undermines their own values.
They are stalwart defenders of the Temple and the old ways.
House Telvanni – House Telvanni are the most unusual of the Great Houses, despite having a council and being led by an Archmagister, they do not fit the usual mold. The more powerful members of the house are ancient mages, often living in near isolation from the rest of their house. The Telvanni canton is one of the few places you will find a large number of them in any one area.
They are the most fixed in their ways, defending slavery but also allowing the slaves almost equal opportunity to succeed. It is said that they touch on the politics of Morrowind only rarely but when they do it is usually drastic.
They have no real allies or enemies in the other great houses.

This canton is home to most of the lower levels workers and Dunmer born without a class. They live together in squalid tenements with nearly ten to a room. Conditions are harsh, and crime levels are high, because the Ordinators refuse to police the Foreign Quarter and come into contact with the "untouchables" living there. The drug trade booms here, with Skooma and Moon Sugar being the narcotics of choice.
It is not advised to visit this canton, but there are a few sites. The Black Shalk Corner Club, a favorite hangout of the Cammona Tong criminal gang, is located in this Canton. The Club is the only place where non-Dunmer vistors are allowed to stay in the City without a special visitation permit. The Vivec Trade Guild is located in the plaza on the top of the Canton. The roof of the Canton's plaza has a mural telling the story of the netchiman's wife being pulled down to the depths of the ocean from Vivec's Sermon #1.
The Telvanni Canton: This canton is rented by the Great House Telvanni, all be it against their will. Since every Great House is required to have a presence in Vivec, the Telvanni are forced to be here. However, they did not take this standing up. The Telvanni Archmagister appointed Ano Sandaryo as the head of the Canton. He is nearly one thousand now, and he has not aged well. This means that the Canton is very poorly run. The Temple Canton: Home of the Tribunal Religion's military branch. This Canton has a massive temple on it that takes up most of it's surface, and has three shrines to the Tribunal. Inside the Temple you will find the Tribunal Library, a massive repository of scripture, both canon and heretical, concerning the Tribunal. It is here that the Archcanon makes his office. The Temple's administrative section is split into two Halls connected by the Library. The West side is the Hall of Justice, where the Ordinators make their base of operations. The other side is the Hall of Wisdom, where the priests live and research the Tribunal in order to understand their wishes better. The High Fane is connected to both of these Halls, and considered the second most holy location in Vivec, as well as the office of the Archcanon of the Tribunal.
This Canton is frequented by Vivec, and it is not uncommon to see the Living-God swarmed by adoring fans in the main complex.
The Temple Complex is connected to Vivec's Palace, the home of the Living God. This Canton is made up of four cantons, and inside, there is a massive maze that is a pilgrimage location for Dunmer all across Morrowind.
Suspended in air over the Temple Canton is the Moon Baar Dua, which is in the process of being hollowed out. There are rumors that dissidents who disappear are sent to hidden dungeons up inside the moon. People hushingly call it the Ministry of Truth.
The Arena Canton: This canton is where duels of honor are fought in Vivec. Here people fight over arguements with their blades instead of words. Most foreigners to the city mistake this for gladiatorial combat, which is expressly forbidden by Tribunal Law. This does not stop the illegal gambling trade though, and during a fight the arena is always filled with Dunmer calling for blood from both sides. Because of this, the arena is considered an avenue for lesser members of Great Houses to fight house wars, as calling for Morag Tong assassinations is prohibitively expensive except to the highest castes.
The Morag Tong also calls this Canton its home. They have a base in the Underworks of the Canton, hidden behind a trapdoor in a supply closet.
The roof of the Arena Canton features the founding of Vivec as told in the 24th Sermon of Vivec.
The Indoril Canton: Indoril Canton mirrors the House who runs it, in that it is in fact co-rented by both the Temple and the Indorils. The Canton is the oldest in the city, and is beginning to show its age. Because Indoril House is the most pious and above the board house, not much happens in this Canton, and they actually follow the rentor agreements, unlike any of the other houses. There are many Temples and shrines throughout the Canton. This canton is the most heavily policed by the Ordinators, as they are most commonly recruited from the religious Indorils.
The roof of this Canton's dome is Lord Nerevar making peace with the Fours Star of the Four directions from Vivec's Sermon #33. In the Sewers under the Indoril Canton is a secret shrine to Sheogorath.
The Dres Canton: This canton is run by the Dres, and is the newest canton. In fact, its dome is still under construction, and the Dres' offices are currently located in the waistworks. Dres Canton is treated less like an Embassy, and more as a slave depot from where Argonians and Khajiits can be sold to the other Houses from a central location. The Dres are very welcoming to outsiders coming into their canton, as long as they are willing to pay. Inside is the largest market in Vivec, complete with Ebony, Glass, and Dwemeri objects being traded over like fish at a market.
The most impressive feature of the Dres Canton is the massive market, but all important Dres locations are locked away from the public, due to all the rather shady deals made between slavers.
However, secretly, there is a cult to Mehrunes Dagon under the Canton in the sewers.
The Redoran Canton: House Redoran rents this Canton, and it is used as an arms depot and as a resting spot for weary colonists heading for the new Redoran Capital, Ald-Ruhn, near Red Mountain. This Canton is a veritable hive of activity, and this causes many issues concerning honor, a very important thing to the Redorans. Because of this, there is a small arena and tavern in this Canton named the Flowers of Gold where such minor disputes can be put to the blade. The Redoran Treasury is housed here, and is believed to house the largest treasure in Vivec outside the Tribunal Vaults.
The Dome of Redoran Canton is the scene where Vivec impales Molag Bal, Lord of Violation, with his spear from the 14th Sermon.

The Dissident Priests Uprising: The Dissident Priests are a group of priests, scholars, healers and general academics, who are slowly gaining members and notoriety. They preach contrary to the wisdom of the established Temple, naming the three gods of The Tribunal liars and murderers.
It was the Dissident Priests who published and began to circulate copies of the book Progress of Truth. They also believe that the Ashlander Prophesies regarding Nerevar and his eventual return, as the Nerevarine, are worthy of study and belief. Because of this some of their members are made up from Ashlanders from the tribes that roam Vvardenfell.
Due to their persecution by the temple the Dissident Priests are an entirely underground organization, forced to operate outside of normal means they have created a small hidden base in the underworks of the Foreign Canton where they can continue their existence free from the eyes of the pious Ordinators.
Any materials related to the Dissident Priests, copies of Progress of Truth or similar Apographa, is strictly outlawed and those found to own it often vanish mysteriously in the night leaving behind only the faintest whiff of Indoril Armor.
The Ordinators: An imposing quasi-military force founded by the late Archcanon Belan Olms fifty years ago. They police the cantons and root out heretics and rebels. They have helmets modelled after the face of Vivec, one side Gold, and the other Silver, one side smiling, the other frowning, thus reflecting the bipolar nature of their god. All their armor is strong bonemold with steel reinforcement and gold leaf, and costs 16,000 for a full set. That is the same salary as a Hlaalu dock worker for seventy years. There is a bit of contention between the Ordinators and the House Guards, because, before the Ordinators, each house policed itself. Most Ordinators come from the pious Indoril, but it is not surprising to see a Redoran in the mix as well, but to see a Telvanni amongst their ranks would surely be a sign of the end of days.
They refuse to police the Foreign Quarter however, as that would require handling people that are considered "untouchable" by the rigid class structures of the Great Houses, an unforgivable sin.
