So what are the best graphic/texture/etc mods?

Im lookin for the stuff that makes oblivion look 1231312x's better!

From a quick look at that site, I didn't see this mentioned - http://www.tesnexus.com/downloads/file.php?id=19628

Technically that doesn't improve the graphics, but it makes the world look nicer just the same.

I just installed that and I am getting CTD's out the waazoo. Never had CTD's before like this (only upon quitting the game) and I'm frustrated.

These two actually are in TOTO, but they're in the http://devnull.sweetdanger.net/other.html. Although I do think TOTO doesn't quite emphasize the superiority of RAEVWD over AEVWD enough. These days, there's absolutely no reason to use any of the alternatives when actually playing the game: RAEVWD is the way to go.
