Simple mod recommendations that are current for 2012?

I hope you'll forgive me for posting/asking, but frankly oblivion mods are really complicated, with their 6+-year-history, for people relatively unfamiliar with it all.
Now.. I'm not exactly a "newcomer" to oblivion mods - played it with fcom & some other stuff in '09 or so (mostly by following the step by step instructions to the letter).

I did check the stickied lists, but honestly, they have two problems all in all - one, they look pretty biased. Some lack certain info, others have a smattering of questionable/conflicting stuff.. And, a lot are simply outdated. No information on even things like Shivering Isles, no info on steam-bought special issues or such, links to outdated components or quite simply nonexistent websites.

Additionally.. Well, honestly, I don't want to mess with "modding" overmuch, I just want to set up a new Oblivion (+ all dlc) install such that it looks good for the 2010's decade (ideally - on par with Skyrim) in all the areas, has a better levelling & scaling thing (just to avoid the unmodded game's brokenness - either by moving to a total exp-driven system, or land-locking it all aka OOO, dunno), and doesn't crash. Honestly, that's all I want and need.

So.. I might need some recommendations that satisfy the aforementioned specifics - working with (and applying to) all dlcs & Steam, not outdated, and not crash-prone. Along the following lines -
- tools.
As far as I've gathered by reading the forums, I need obmm, obse, wrye bash (which in turn needs python?).. Anything else that's really *mandatory*?
- patches.
unofficial oblivion patch, unofficial shivisle patch, and unofficial official mod patch. Am I missing something, or is that accurate?
- graphics.
Totally lost here. I keep seeing references to "quarl's texture pack", but most are varied, some say that it only applies to certain areas or something.. Not to mention that there are lke 6 different versions of that mod or something.
Generally, I want something that makes the world look good, the items look good, and the characters look good (basically, face fixes) - good meaning good for this day, not for 2007 or such... For the UI, I'll just go with the darnifiedUI.
- levelling & scaling.
Idk, should I go with a single total overhaul? Far as I've read, putting together OOO and the +5 for all levelups mods might just be enough - but iirc OOO didn't actually affect shivering isles, so that's a no-go in that case. TEI (or is it TIE? something about tamrielic enhancement) is always cited as being very sneak-biased.. Not sure I want that. Generally, I'd like new stuff, sure, yeah, but first and foremost I just want something that solves the levelling issues. If it's put at a reasonable approximation of what Skyrim does - yeah, that's good enough. A total reseeding of lists or whatever to make enemies not scale at all - yup, go for it. So long as it works with the dlcs. Annd.. Idk, what fits that bill?

As far as installing.. well, after reading about I gather that I need to install oblivion+dlc, then all the tools, then the patches, then the overhaul/scaling mods, and finally the graphic mods? (And then sort it with mod manager and make a bashed patch or something).

Or, of course, I might be talking nonsense, if so, please say so. If you have recommendations / help / link to a topic that covers this same problem and is recent enough, please link & write.. Just don't put a link to some sticky list from 2006 that I've read several times over, please...
