I haven't played this for awhile but this is due to the update. When playing, and you need to find a sheriff if you choose anything but the robot you can not buy anything in the store. Where before the store owner would go back to his store and you could buy things there. Also the awol soldiers don't come in, it is not a timing error. There are more problems. I just can't remember them all. I wonder why Bethesda would release a update that would destroy the game? I have tried deleting the update and playing it but the PS3 keeps updating it, despite my placing a X in the "NO AUTOMATIC UPDATES" box. So basically I have paid good money for a game that Bethesda has destroyed.

All I can tell you is that when I complete the quest and go into the Vikki and Vance, people start moving outside. I know about this bug, so I ALWAYS wait until everyone leaves before leaving myself, just to play it safe. If they're not even moving though, then yeah I dunno.
