I'm on Roosevelt Island and I'm experiencing a few issues.

1, Especcially when I'm outside on the island, the screen lags. The fps actually drops quite a bit.

2, I've had to restart the game a couple times because suddenly the game will virtually freeze. When I Alt-Tab out to TaskMgr, the performance grap shows that it stopped utilizing an entire core. (This hurts, because I only have 2.)

Throughout the rest of the game I'm pulling ~40fps. Anyone know why the sudden change?
