You said you just use Gun Runners and Gun Runners most definitely always have armors to sell.

id really liek to get more riotgear and anotehr fire fighter hat but i dont wnat to make enemies with NCR

you ca get riot gear from lonesome road, the army supply units can sell it to you, idk about fire fighter hats

There are several Fire Fighter Hats in the irradiated fire station in Searchlight. You have to start a quest though, in order to get into the fire station. Meet with Logan a prospector in a church basemant in Searchlight...

I know a great place to get armor, it is all loot. Go to the Mysterious Cavern in OWB. There is an unmarked quest to kill five of the nightstalkers with your bare hands in the cave. There are only five and once you do it a robot in the back will give you a key to a stash in the cave.
