Previous Fallout3 owner, can't get it to work now.

So I've had Fallout 3 almost since it was launched.
I played it fine on my desktop.
I never had it for Steam, so seeing the flash deal show up this summer sale, I jumped on getting FO3GotY.
And now I cannot for the life of me get it to work.
The desktop ran Windows Vista, and it never had a problem with FO3.

I'm now running it through Steam with Windows 7, which I know isn't perfectly compatible.
I was wondering if there was anything I could do, or if there was some 'fix' I haven't tried yet.
I've pretty much tried every fix I could. the .dll fix didn't work.
The .ini fix didn't work.
The change from aero themes to basic themes didn't work.

Every time, I get to the launcher fine. I hit the 'Play' button, and it starts.
Then about 2-10 seconds later, http://i.imgur.com/IXSPU.png

I'm out of options. I love Fallout 3 so very much. I platinum'd it on PS3, and played easily over 300 hours on PC as well.
I just want to continue to log hours into this beautiful game.

And lastly, here's my http://pastebin.com/pNjK81eH

Thanks for any help you can provide.
...I miss Megaton...

This is your problem: Processor: Intel® Core™ i5 CPU U 520 @ 1.07GHz (4 CPUs), ~1.1GHz. System requirements are: Processor 2.4GHz. Also: Chip type: Intel® HD Graphics (Core i5). System requirements are: Video Card, GeForce 6800 or ATI x850, not an integrated video chip.

Though I thought DxDiag would've caught it, I have two video cards.
The one mentioned, and GeForce GT 335M.
I can run New Vegas fine, as well as Skyrim.

Yes even limiting to 2 cores ... thats 2.14 ghz .... still not enough

Best advice is pick up an old system running WinXP ... and pay attention to the recomended specs.
