Tribunal not starting?

I'm playing the GOTY edition on Xbox - it's my first playthrough.
Solstheim appears to be present, but no assasin appears when I sleep. Any possible remedies for this?

on the xbox you have to reach i believe level 6 before they will randomly attack in your sleep.
