My NCR an Legion reputation will not go beyond neutral, down or up. I think the Powder Gangers don't change as well. I don't have any fraction armor on, I've tried changing it with the console and Testacles, but nothing works. I was wondering if there was any kind of fix for this, cause it's extremely irritating.
