Morrowind in the Fourth Era

I recently started playing TESV and found the Dunmer to be my favorite race that suited my play style.
However being an avid roleplayer I wanted to craft an elaborate character backstory, but found this rather difficult knowing little nothing about the Elder Scrolls series.
Mostly I want to focus on the recent history of Morrowind. I know the erruption of Red Mountain drove many Dunmer refuges to Skyrim, and to make matters worse opened it up for an Argonian attack, but what's the providence's current state during the time of Skyrim? Is it uninhabitable? Are there only make shift settlements or shadows of destoryed cities? Is it under Argonian occupation? Do any Dunmer live there anymore or have they all left? Are there still refuges coming from Morrowind to Skyrim? Why did they stay instead of leaving after the erruption? And what is this mention of a Great Reconstruction of Morrowind?
Any enlightenment would be appreciated. I also apologize if any of these questions seem dumb, I'm not as well versed in the lore as I wish I was.
