fallout crash at intro scene (windows 7) : Fallout 3

the game crashes after about a minute of play, the player's father says 'you've got a great future ahead of you son.' and then the screen freezes. is this because of my operating system?
this is a brand new laptop (dell inspiron n5010)

You have a CPU with 4 threads, try this.
Open up the .ini file located in My Documents>My Games>Fallout 3. *Do not alter the one in the actual game directory labeled Fallout_Default_ini*
In the FALLOUT.ini find the line

bUseThreadedAI=0
change the 0 to a 1

then below it add the line

iNumHWThreads=2

tried forcing it to run as windows xp or vista? Mabey that helps? Idk had a lot of problems starting a new game on windows 7 as well that did the trick for me :/
